Certifying in Hunter Valley

Private building certifiers in the Hunter Valley

Cert Lane is a registered private building certifier working across the Hunter Valley — the wine country around Pokolbin and Lovedale, the towns of Cessnock, Branxton and Kurri Kurri, and north through Singleton, Muswellbrook and the Upper Hunter.

Which council covers your Hunter Valley site

One thing worth knowing before you start: there is no single “Hunter Valley Council”. The region spans several local government areas, and which one is your consent authority depends on exactly where your site sits.

Cessnock City Council covers Cessnock, Kurri Kurri, Branxton, Greta and most of the wine country. Singleton Council covers Singleton and Broke. Muswellbrook Shire Council covers Muswellbrook and Denman. Upper Hunter Shire Council covers Scone, Aberdeen, Merriwa and Murrurundi. Dungog Shire Council covers Dungog, Gresford, Paterson and Clarence Town.

If you’re not certain which applies to your block, send us the address and we’ll confirm it before anything is lodged. Certifier registration is state-wide, so we can act across all of them — but your development approval has to go to the right council.

Construction Certificates in the Hunter Valley

A Construction Certificate must be approved before construction starts, and can be issued by either the council or a registered private certifier — the choice is yours. Using a private certifier is generally the faster route, because your application isn’t waiting in a council queue.

Applications are lodged through the NSW Planning Portal. You’ll need your approved DA plans and Notice of Determination, a site survey, working and engineering drawings, landscape and drainage plans where relevant, an owner’s consent form and your estimated cost of works. A BASIX certificate is required for new homes, and for alterations or additions over $50,000.

Complying Development Certificates in the Hunter Valley

If your project meets the standards, a CDC skips the DA process entirely and can be determined by the council or a registered certifier under a fast-track assessment. It typically covers single and double-storey homes, secondary dwellings, renovations, pools, retaining walls, fences, demolition, signage and commercial fit-outs.

If the proposal doesn’t meet the standards it reverts to a DA followed by a Construction Certificate. We’ll tell you which path you’re on before you commit to either.

Building inspections across the Hunter Valley

As your Principal Certifier we carry out the critical-stage inspections through the build and keep the certification record straight, so nothing is missing when it comes time to occupy.

Occupation Certificates in the Hunter Valley

An Occupation Certificate confirms the building is suitable to occupy, and it’s where projects most often stall. You’ll need the full set of supporting certificates — structural engineering, landscape completion, termite treatment, wet areas, BASIX, glazing, stormwater, a survey certificate, a final fire safety statement where one is required, and anything else named in your approval.

Fire safety compliance in the Hunter Valley

If you own or manage a building with essential fire safety measures, an Annual Fire Safety Statement is due every year. The inspection behind it must be carried out by a Competent Fire Safety Practitioner, who endorses the certification and lists the measures they’ve serviced. Missing the due date is an offence, and councils do enforce it.

Building compliance and expert witness services

We also carry out independent BCA and NCC compliance assessments on existing buildings — for purchases, upgrades, changes of use, or work that was never certified properly — and prepare expert witness and building performance reports where a dispute needs independent evidence.
